TRAINING WORKSHOP ON SOCIAL PROTECTION

The Ministry of Employment and Social Welfare in collaboration with key stakeholders has developed and been implementing the National Social Protection Strategy (NSPS) since 2008, with the Livelihood Empowerment Against Poverty (LEAP) as the flagship programme. Other Social Protection programmes that emanated from the NSPS are being implemented by other MDAs. In addition, the Ministry and its partners have developed the Common Targeting Mechanism (CTM) to enhance effective targeting for Social Protection Interventions in Ghana.
In order to ensure that all partners have adequate capacity to facilitate the implementation of the various components, the World Bank and the Department for International Development (DFID) are supporting the Ministry to organize a 4-day Non-Residential Training Workshop on Social Safety Net interventions for key partners. Safety net programmes are generally designed to provide the poor and vulnerable with the means to sustain a minimum livelihood and to boost human capital through better access to other social services. Examples of safety net interventions include cash or in-kind transfer programmes, public works programmes, and social insurance programmes. The training is aimed at equipping and enhancing the skills of participants in the effective and efficient implementation and management of Social Safety-Net progammes in Ghana.
The first two days of the programme would involve presentations to policy makers on the global agenda of social safety nets. This training seeks to build the capacity of social policy makers to design and implement a comprehensive set of interventions that address the specific needs of the poorest and most vulnerable in Ghana. The last two days of the training would involve 100 district staff, who would be given an overview of safety nets, as well as more indepth training on the processes for the Common Targeting Mechanism.
